8:00 pm - Fire Chief Hollingshead - re: Recruit Introduction and Department Status
Hollingshead introduced three new recruits he has appointed - Kevin Coughlin, William Frasier, and Michael Rice. He said that Coughlin is within three days of graduating from the academy; Frasier is within nine days of graduating as a paramedic; and Rice is within a month of graduating.

Reilly and members congratulated the three new recruits and wished them well.
Hollingshead also submitted a 2002 Report to the Board on Fire and Rescue Emergency Services, as well as an oral report.
CORRESPONDENCE
Unanimously approved the request of the Hull Football Association to use the Town pier parking lot (Known as Henderson's) to sell Christmas trees from Saturday, November 30 to December 23rd and erect temporary fencing, on a motion by McLaughlin, seconded by Burke.
Noted correspondence from Aquarion Water Company of its intention to file for a $3,600,000. loan at 0%.
Noted a report from the Hull Scholarship Fund on use of the Town parking lot in the summer of 2002 showing a net profit of $7,771.
TOWN COUNSEL
Lampke, reported to the Board on the status of the lawsuit the Town has filed against Massport, which he said has been dismissed by summary judgment. Lampke said that court's decision is disappointing as trial was about to begin next week. Lampke suggested that the decision is like losing a skirmish, but not the war. The Board will discuss the matter later.
TOWN MANAGER
A request from the Mass Highway for signature authorization on contracts was received by the Board.
MOVED-Burke To authorize Christopher J. McCabe to sign and execute contracts for the Town of Hull.

8:30 pm - Correspondence - re: Early Retirement
Kathy Riley of Stone Company gave an interim presentation on the early retirement program.
She read from the report (on file), which listed the costs and the benefits of the early retirement incentive. Riley concluded that the costs outweigh the benefits by resulting in an additional $700,000. increase of the unfunded portion of the pension system.

McCabe, in response to a question, said that in his opinion the figures do not work, and it does not make financial sense for the Town.

The Board recessed at 9:47 pm and returned at 10:06 pm.
Jack Wholey, who was recently conditionally appointed to the Park and Recreation Commission, appeared before the Board to protest the conditional part of his appointment.
Reilly explained that there were only two vacancies on the Commission, and that the Board had been informed a member was about to resign. He said it was his idea to fill the post conditionally, and said he was sorry if it caused a misunderstanding because the resignation did not occur.
Also present and objecting to the process for filling the Park and Recreation Commission membership was Kelly Shanahan, President of Hull Youth Soccer.
Reilly said he had read her letter. He told her that the Board does hundreds of appointments each year, and apologized to the organization for any misunderstanding. Reilly said he wanted to remind everyone that the Park and Recreation Commission does not exist just for sports but has a much broader mandate.
